After being a while, the outpatients are becoming lesser unexpectedly. Dr. Hou feels something wrong with such situation. He has found that most people don’t have public insurance. Unless people has insurance, it’s a big burden to see a doctor with own expense for these local poor fish men. After deeper observation and consideration Dr. Hou decides to lower the outpatient fee dramatically. He would rather to make less profit for the clinic commission in order to let the people have a necessary medical care.
